Discussion: When Trade Leads to Worker Displacement

WHAT: The Center for Business and Public Policy at Georgetown University’s McDonough School of Business will host “The U.S. is a Trading Nation: Many Benefit, But What About Those Who Don’t?” on Wednesday, September 14, at the U.S. Capitol Visitors Center as part of its Georgetown on the Hill series.

Decades of trade liberalization have led to U.S. economic growth. Yet, “trade” is often a four-letter word in political discourse. Despite low unemployment overall, there is wage stagnation and examples abound in certain sectors of the economy of American worker displacement due to import competition and offshore outsourcing. A group of experts will discuss: What concrete steps can be taken to help U.S. workers who are adversely affected by globalization and trade? How can government at all levels, higher education, and business develop workable solutions to provide job training, career counseling, other services and transitional support, and new jobs?

Panelists include:

  • Daniel Ikenson, director, Herbert A. Stiefel Center for Trade Policy Studies, CATO Institute;
  • Nikki McKinney, deputy assistant secretary, Office of Congressional and Intergovernmental Affairs, U.S. Department of Labor;
  • William Reinsch, distinguished fellow, Stimson Center;
  • Jeffrey Schott, senior fellow, Peterson Institute for International Economics; and
  • Jayme White, chief advisor on international competitiveness and innovation, U.S. Senate Committee on Finance.

J. Robert Vastine, senior industry and innovation fellow at the Georgetown Center for Business and Public Policy, will moderate the discussion. The Georgetown on the Hill series brings the work of the Georgetown Center for Business and Public Policy to Capitol Hill to foster collaboration and dialog among academics, industry experts, and policymakers crafting legislation.
