I am the Vice President of Economic Policy at the Center for American Progress (CAP). I am an expert in financial markets and in the analysis of highly regulated markets. My tenure as a Chief Economist for two world-class financial regulatory bodies has provided me with expertise in advising boards and executives, building economic, business intelligence, risk assessment and financial modeling programs, and in delivering on-point, actionable research, analysis and advocacy.
As Chief Economist of PCAOB, I led the cost-benefit analysis for rulemaking and standard-setting and provided advice on risk assessment. I spearheaded the expansion of data analytics, quantitative risk models, and the development of macroeconomic analysis to identify areas of financial reporting risk on exchange-listed companies. I pioneered and oversaw the program on cost-benefit analysis of new rules. I also managed the business intelligence and surveillance units and helped launch a multi-year technology reassessment initiative.
Prior to that, I was the Chief Economist of FINRA, the largest private-sector financial regulatory organization in the world, regulating NASDAQ trading and sales practices at brokerages. I surveilled and responded to changes in the market structure and business models of the financial services industry, and monitored the marketplace for new complex products or developments that may pose significant investor protection issues.
I am also an Adjunct Professor at the McDonough School of Business at Georgetown University, where I teach the MBA course “Financial Markets and Crises." I very much enjoy teaching the future leaders of business; I received twice the Dean’s Award for Excellence in Adjunct Faculty Teaching.
Previously, I was the Special Assistant to the Chairman and CEO of The National Association of Securities Dealers (NASD), where I had an active role in corporate strategy, including the regulation of NASDAQ and broker/dealers, business reorganizations, strategic planning, and the design of performance management systems.
