Baratta Center for Global Business Hosts Cross-Border Investing Roundtable

On March 20, 2024, a panel of global experts came together for a discussion on de-risking cross-border investments impacted by national security. The roundtable was made up of diverse perspectives, featuring experts from J.P. Morgan Chase, Veryon, Oxford University, and the U.S. Department of Treasury, and moderated byAshley Lenihan, professor of the practice of international affairs and deputy director of the Master of Science in Foreign Service at the Walsh School of Foreign Service.

The panel addressed the challenges posed by geopolitical tensions on international commerce, emphasizing the need for businesses to adapt swiftly to evolving regulatory landscapes. The geo-politicization of international commerce emerged as a key concern, with companies navigating through a complex web of regulations and geopolitical rivalries. For example, there were concerns raised about the increasing use of national security terminology, potentially leading to overreach in regulatory measures. As such, the panel underscored the imperative for businesses to reassess the perception that investment is inherently benign, particularly in light of recent geopolitical developments that have disrupted traditional investment paradigms.

Highlights included an exploration of the challenges within the Committee on Foreign Investment in the United States process and the intricate interagency dynamics involved in risk analysis. In addition, the panel also delved into the European Union’s three-pronged approach of promoting competitiveness, protecting against risks, and fostering partnerships. This was underscored by the complexities of implementing E.U.-wide policies while aligning with national-level interests. Despite the challenges posed by differing views on China and the United States within the European Union, there was recognition of the need for coherence in economic strategy amidst shifting geopolitical dynamics.

Overall, the insights shared during the discussion serve as invaluable guidance for policymakers, industry stakeholders, and businesses navigating the complex terrain of global investment.
